Looks like a paper tiger: out of 365 murders each year in Baltimore 85% are committed by repeat violent offenders (if you trust reporters), so even if Fеds somehow wrestle police powers away from states, how are they going to prevent states from letting everyone they catch go? To do that Fеds would have to replace all state judges and prosecutors, but that would be the de facto end of whatever left of The Republic! Or they are planning to execute on the spot?!
