Claire Chennault wanted to bomb Japan. he planned to burn out the industrial centers of the Japanese empire using incendiaries and create terror and chaos among the populace. On the face of it, there was nothin unusual about Chennault's plan.

Though Roosevelt was persuaded to postpone this plan, he gave Chennault a consolation prize - an air force of 100 fighter planes and the men to fly them. Thus, the Flying Tigers outfit was born."
"Nothing unusual" - yeah, right... The plan has been proposed by a colonel of the Chinese air force!!!
