Class-action child removal

To see what's coming just imagine what happens when some anonymous caller reports abuse of a child by a homeschooling parents to California authorities. I guess the legal base for class-action style actions is some state equivalent of the federal RICO statutes - guilt by association/membership.
P.S. Do not miss the claim by authorities that parents do not have any rights to due process and jury, because kids are being taken from them in a civil - not criminal - proceedings. I wonder if there is a single state where it is different?
